Yila Waterfall (中文: 伊拉瀑布) is one of the many waterfalls along highway 24 in Wutai, Pingtung. It's got a fantastic lower tier, which is accessible before the first typhoon of the year, and an upper tier with a nice view, which is accessible year-round. The water is very clear, and quite refreshing. All three tiers of Yila Waterfall (伊拉瀑布) can be seen from the the side of highway 24, about 5 minutes past the huge bridge.
Getting to the top tier is easy. All you have to do is ignore the yellow tape (if it's still there), and walk about 5 minutes through the river to the waterfall. You can see it the entire way, so it's impossible to get lost. Some of the rocks are sharp and unstable though, so pay attention to where you're stepping on the way there. The water at the top isn't deep enough to go swimming, but it's cool and clear. If you sit down in it you get a nice infinity-pool effect.
In theory, you could go down to the lower tiers from the road with ropes. I've never done that, but I really want to, because that way you can get to the awesome-looking 2nd tier, and also go all year round.
The way I go, is to hike up from the main riverbed. It's an easy hike, and only about 15 minutes, but if the water level is high, crossing the main river can be difficult. When the water is low, you can drive right up to the stream opening, and park there. When the water is higher though, you may have to park farther away (or not be able to go at all).
Every winter government builds a road in the main river so that residents can move around while they work on the road (and so trucks and come and steal sand). If you access this road from the just after the big bridge, on the road to Jiamu, it's only 1km ride to the trailhead. When you see these big rocks, you're there.
From there just hike up the river. You'll encounter 4 dams. Cross the dams, they're all easy, and you'll get to Yila waterfall. The hike should only take about 15 minutes (if you managed to park at the trailhead). The lower tiers of Yila Waterfall are the best. In most places it's deep enough to swim, but shallow enough to stand. A great place to relax with some friends a few beers
Update, January 26th, 2016: Currently the temporary road they build in the river extends all the way to the base of Yila Waterfall. You can drive all the way there, and only have to hike the last 20 meters. The water was cold in January, but I went swimming anyway. The new road has been added to the map.
